Create Options #12

I have an options table registered, but I need to figure out how to register toggle-able options that will be used at runtime, or persisted to the SavedVariables.

Then I need to figure out how to create slash commmands, and a dialog for them.

This is currently in the works, and the initial UI exists. Need to figure out how Ace3 populates the options, though.

Initial UI exists and works!

Will close this after I add the "Profiles" section as I want users to be able to create character and maybe spec-specific profiles.
