Lumber axe not gaining exp #135

Unsure as to the cause of this but using a paper lumber axe (awarded from a quest in ME^-1) is not gaining any exp when felling a tree. Other tools are gaining exp as normal. MC 1.7.10, Mantle 0.3.2, Tinkers Con 1.8.4 and Iguana tweaks 2.1.4.

What is the harvest level of paper? The lowest level like wood doesn't get XP. It shouldn't have any XP displayed at all.

Paper has a mining level of 0, stone according to the materials book from TiCon. It has not gained exp on it however when examining the tool it does have an exp stat on it, which lead me to believe it should be gaining exp.
