Mind Vision says: The spell is not available to you.

So you disabled that spell... Why? It was procing blackout like on every other private server?

Well you can abuse blackout proc by Mind Flay too..

This spell isnt even able to you in arena so I dont rly get it.

It was possible in a way to abuse to crash the server. Time was not invested to research and fix it since it's a non-essential spell. Unless @robinsch is curious to take a look...

It was disabled because it had a related bug using it to bug out the map for that character; allowing wall walking and general shenanigans. :3 Those were some fun times.

@Deverik You're thinking of Mind Control, which was fixed. Mind Vision could be used in a malicious way to crash the server.

Its useless spell anyway. Its just OP in 1v1 event but when there is bugged combat duration... it still doest matter cuz u cant use that on a rogue/druid before he restealth... so its just useless (bug snowballing)
