You kinda retarded, aren't you? OFC you can resist dispels, with talents that give you dispell resistance or when you're trying to dispell from enemy and you have not enough hit rating. But if you dispell some debuff that was casted by someone who has no dispell resistance talents skilled - you should have 100% chance to dispell it. ATM it's not like this, you can miss with your dispell on friendly targets, even if they have no debuffs at all.

On our server even this can happen (buff fully resisted):
Only offensive spells should have 1% chance to miss allways and should have "chance to hit" checks. Same goes to offensive dispel (when you're trying to dispel from the enemy target). But chance to hit with dispels on friendly targets should be the same as chance to "hit" with heals or with buffs which is 100% (ofc excluding cases when opponent's debuff has chance to resist dispel from talents)

At the moment Dispel has a chance to miss (not sure if it's miss or resist) on friendly targets even if debuff has no chance to resist dispel or there are no debuffs at all. On friendly targets, when debuff has no resistance to dispel it should work pretty much just like heal or buff (means no miss chance because of not enough hit rating).
