I receive an error message creating abilities with cost zero.

I have updated Foundry and the Numenera Module.

I believe that I can create the ability anyway, but I receive the error message.

The error message is in Spanish, it means that Value must be superior or equal to 1.

I was ABSOLUTELY certain I had removed that rule some time ago... and I was absolutely wrong, too!

Will be fixed in 0.16.2.
