When you modify a weapon with the laser insulator or the RISC pulse module, SAW doesn't automatically take the adjusted heat into account and change the heat sink count on the design.
You have to make some other change (like adding another weapon, or changing the engine) for the heat sinks to adjust.
On the plus side, they do adjust to the correct value, they just don't adjust when the weapon is changed.
Adding an Capacitor to a PPC-type weapon seems to have the same problem.
