Portable Windows network monitorinig and configuration tool

The solution has 4 projects in it:

• Launcher - C++ appliction used to check dependencies (.NET Framework) before running the main .NET program
• WinLib - C# library containing various network, forms, WinAPI, IO, etc functions
• Network_Manager - C# main program
• UpdateVersion - C# application used when building releases to updated their assembly info and to generate the XML version file
