run_compression_checker and validate_routes_uncompressed Where on by default partly due to https://github.com/SpiNNakerManchester/SpiNNFrontEndCommon/issues/1180

With a fix/simplification in place these do not need to be on by default.

Depends on https://github.com/SpiNNakerManchester/PACMAN/pull/560
