When the BMP calls fail, give better error messages to the user #20

Christian was being mystified by failures overnight from spalloc, as they were distinctly “Computer Says No” in flavour (though narrowable down to something going wrong while issuing BMP commands). This makes the error a bit more informative, though the information that spalloc hands out is still quite limited.

Coverage remained the same at 100.0% when pulling 8257cf1d02ed28fe506ee2fefed0d4092adfdbe3 on better_messages_in_some_error_cases into 4dfcbf74ffd2eb88ff310b28bad4dcfa744cd96f on master.
