Add bmp check #24

Mainly, this adds a check that when booted, the FPGAs have the correct bitfiles in them (suggested by Luis, but converted to SpiNNMan code).

This also includes some logging updates to include time (sorry for the feature creep).

Looks good to me. I like the better logging, and I've been listening to the explanations of why the meat of this change is a good thing.
