Update (c) header template to use HTTPS in the link #516

This PR updates the IDEA template for the copyright headers to use https:// prefix for the license link. Previously, there was "http://` which rightfully caused warnings because of insecurity of HTTP.

Also the PR applies the template to the root of buildSrc to encourage of the propagation of the change in config and all the projects.
