I installed VLC for Arch here: https://www.videolan.org/vlc/ I am running SteamOS (KDE Plasma 5.27.10) on Steam Deck

I checking the paths (specifically usr/bin) I saw the VLC and VLC wrapper files, so I don't see what the problem is on my end. I'm using the flatpack version of Prism Launcher, but I've updated the flatpacks permissions to access these folder paths.

Sorry if i'm missing something obvious, I wouldn't call myself an experienced arch user.

Same issue here on Nobara 40 (Fedora fork.) I'm assuming it's just because of Prism launcher being on flatpak?

Confirmed - Using the version from package manager works.
