Add Create Funding Vault Page

This issue involves the development of a new feature to create a funding vault page. The following tasks have been completed:

• Added Create Funding Vault Page: Created a new page for funding vault creation.
• Added Create Vault Form: Implemented a form to create a vault.
• Handle Submit Function: Developed a function to handle form submissions for vault creation.
• Backend Call to Database: Integrated a backend call to the database for vault creation.
• Added Description Field: Included a description field in the create vault form.
• Redirect on Form Submit: Implemented a redirect after form submission.
