Migrating to SDK project (and format) for our internal build normalization. #16

This moves everything to the new SDK .csproj, cleans up unused Deflate code (would now included by wildcard), updates to .NET 4.6.2 minimum, and adds a builds script. This is part of our overall NuGet normalization.
