Remove HipChat adapter #207

We have warned users that HipChat will be EOL as of June 30th, 2020, so now it's come time to remove the HipChat adapter.

This PR removes the HipChat adapter and the tests for it.

Once this is merged I'll push a v0.11.0 tag (created locally for me by mversion), create a v0.11.0 release on NPM, and update st2chatops to use v0.11.0 or later.
