Allow emails to be sent through the server when status changes are made.

[ ] Get Stanford's approval for taps-spaces@stanford.edu email
[ ] Set up https://nodemailer.com/ to send emails
[ ] Create email templates using https://react.email/

- [ ] Details Changed
- [ ] Request Accepted
- [ ] Request Rejected

Working on this. Will hopefully use resend, waiting on Stanford to approve email sending.
