When I right click the following skills can't be purchased:
Outer Rim
Underworld
Warfare
Xenology
Brawl
Vigilance
Survival
Also the amount of options seem to get less and less the farther down the list you go. So skills that are located at the bottom of the window seemed to be effected more.
