Related to #42 but this feature will also apply to licenses found within a collector's collection (seen from the Collector's Catalog).
We want to enable the ability for another collector to make a bid on an existing piece. This is a high-value action as it not only facilitates value but it totally adds a social network quality to the system. We have this planned with the license explorer (#42) but it can be applied here too.
When a collector makes a bid, they must have the funds they are making the bid with. If they have sufficient funds, the funds are held on a system hold for 24 hours.
Once the bid is made, it cannot be cancelled until 24 hours has passed (need to make this clear in the interface)
Maybe once we get this done, we could allow others to make counterbids?
Future version will allow collectors to say if they will allow bids or not -- on entire collection and on individual pieces
