Targets not automatically spawned on docker-compose

I don't think the targets are automatically spawned on docker-compose run.

Easiest way to make this work is to add to the docker-compose. So the docker-compose command is

python3 /ros.env.d/fenswood/spawn_targets.py && ros2 launch /ros.env.d/fenswood/iris.launch.xml
