Added automated build scripts and Dockerfile #19

This PR closes #16 as it repackages the Fenswood Scenario into a docker container uploaded onto docker hub under uobflightlabstarling/starling-sim-iris-ap-fenswood.

This PR includes the necessary CI elements for automating the build, versioning, releases and deployment of the container.

Arthur if you are happy, feel free to merge the dockerfile in!
