fix datacarriersize minimal value to be able to put 0.

While you're at it, maybe fix the name/description to not refer to OP_RETURN specifically?

I don't know if this is a good thing because the user might wrongly think that it limits all arbitrary data, which is not the case because it is Core's package.

However, I corrected the description in Knots package.
