I changed the title as Perl itself is available on CPAN. https://metacpan.org/dist/perl/view/pod/perl.pod

Uploading this module requires upload permissions on PAUSE. @genio - do you have these already?

I guess we need to sort through what is needed for a release. I have not touched the Changes file in any of my commits, but the previous versions are all pretty succinct.

Version 4.024 was uploaded to CPAN earlier this month. I'll close this issue now.
