What steps will reproduce the problem?
1.Open Microsoft OneNote
2.Try to navigate around the text using up / down cursor
3.

What language do you use?
English

What keyboard layout do you use?
US

What version of the product are you using? On what operating system?
Version 2008.09.17 
Windows 7 Ultimate x64

workaround: using ctrl + up/down cursor.
