If the docket number is not provided should the interview not allow the user to continue? #43

We discussed last meeting that the "I don't know option" should be taken out of the question but then the issue of being too strict and allowing some leniency was raised. I just wanted to circle back to see what we would like to ultimately require for this question.

The decision-makers said they would like that information to be provided, so for this version of the interview it has been made a required field that can not be skipped. Ways to find their docket number have been explained to the user on the interview page. In the future the court would like the user to be able to verify their docket number and pull some info using Tyler in the interview.
