I changed very little from Title I query outside of removing SBAC.

I had a question about the student set for now. Should we be more strict (As in, consider only the students that were here on date X because we made the classification on Date X?)

Last year we did a lap_either column too it looks like. Data Manual File Q suggests we can have students in multiple LAP Programs. Maybe not a question for the query (for QA instead perhaps), but do we want to include this column? Duplicated/unduplicated count could vary.
