Cause people may not be aware of it. When they learn, a lot of them will just jump around to piss rogues off and make sap useless.
I noticed that this is not only sap related. This happens same way with people who get stunned by cheap shot/kidney shot, and probably every other cc ingame. Player's real position and position in which their model is displayed do not overlap often, which is a pain in the ass for melee players. This should be kicked up in the priority list.

@akrom23 Try to jump with the char that is going to be sapped or stunned. Thne, you'll see how it keeps moving stunned like rollerblading
@Bugadin I tried that way while mounted.
Assuming you try to do that with a rogue, find for example some paladin (should be easiest to reproduce, since he moves even faster with aura), ask him to run around and keep jumping. Stun him while he's jumping. Should happen very fast. If you still can't reproduce it, let me know, I will try to get it on video somehow.
Tried rogue (sap) vs warlock on mount.
Description: Player's character is saved in different place than it is displayed after being sapped making rogue unable to attack him due to "too far away" error.
How it works: If you sap enemy player who's moving faster than normal from any source (for example mount) his real position is not in the same place where his character model is displayed. This gets even worse if someone is jumping around on mount.
How it should work: People should be placed precisely where they are displayed.
Source (you should point out proofs of your report, please give us some source): This is so basic that I hope proofs are not needed here.
