Describe the bug Normal commanders got rearranged from my commander number 16 and all subsequent ones in Compound Center and Commander Center

To Reproduce Steps to reproduce the behavior:

  1. Have 50 normal commanders (don't have yused any other CC)
  2. Click on '....'
  3. Scroll down to '....'
  4. See error

Additional context I had some normal commanders with Chips on them. First 12 with missile chips, the next 8th with Ballistic, and next 8 with laser. Last ones had other chips.
