Conditions extend past page vertically

What steps will reproduce the problem?
1. click modify connection next to an icon
2. keep adding icons until it scrolls off screen
3. (tested in IE)

What is the expected output? What do you see instead?

expected:There should be a scroll bar set at a certain point
actual:it scrolls off the screen and you cannot click submit

Auto scrollbars aren't showing up, even if we wrap the entire contents of the 
popup 
panel in a UpdatePanel. I don't think the panel not getting updated is the 
issue.

If we set the scrollbars to vertical, they appear as vertical and stay there. 
Not a 
good-looking alternative, but it works.

Note to self: the fix might be to set the outermost Panel's AutoScroll 
property. The 
outermost panel is in the ASP file, so there's 2 pretty good reasons why this 
fix might 
work.
