Let's say we have a screwdriver device that is programable by swiping something like a card-reader.
We could simply index 'buttons' numerically and each tool then also maps that to actual key- and mouse-events.
Goal is to come up with a format that will cover most cases.
Tools will have 1, maybe more, memory slots. E.g to hold param2 that will be applied. Or hold number for an incrementing labeler.
The format needs to be flexible enough to allow tools to add 'action' ids
