Provide easy first-time setup #46

Setup databases, write configs, that sort of thing.

Once we've done this, if we can remove files from old commits and .gitignore our configs, we can probably make the repo public.

I think I'm almost done with this. It will cover the creation of the configuration files, and will have the ability to create the database tables if they don't already exist, but I don't think I'm going to be able to make it create db users and such.
