gsw_pot_enthalpy_ice_freezing check values fail #27

This is likely because the C source is not matched up with the Matlab source (e.g. note that the Matlab source has a third input argument, saturation_fraction).

I've added the wontfix label, because the actual fix (to the C source) is outside my control, and I don't want this issue to block a GSW-R release (anticipated for sometime in Aug 2017)

Since the docs for gsw_pot_enthalpy_ice_freezing point out the problem, I'm closing the issue.
