add acarsdec version in json output #89

Thanks @wiedehopf !

Hey @TLeconte ... this would be a useful addition and it stays in line with how dumpvdl2 and dumphfdl put their information into the JSON output. If we can get all of the decoder apps to output this consistently, it would definitely benefit things like airframes.io (by me) and acarshub/acars_router (by @fredclausen).
