Describe the bug

• After the second to last media cycles ended, the independents suddenly increased instead of increasing pro-OFN or anti-OFN factions when USA chose to appeal the independents and positive tone and Germany chose to appeal the independents and negative tone.
• After the last media cycle ended and anti-OFN is more than pro-OFN, the outcome says 'An Pro-OFN-independent Coalition is Likely to Form' despite the anti-OFN is higher when Germany chose to appeal the opposition and using a negative tone from first to last media cycles.

Steps to reproduce / Cause of the issue

1. Play as Germany.
2. Play through 1971.
3. 1971 Icelandic general election triggers.

Expected behaviour

I don't know what causes this.

W/o logs + screenshots, it's hard to determine actual issue or is player error and the save provided is not good as because it isn't immediately before the reported issues and require completing the entire proxy and is very unlikely in end in a similar situation
