Front End not allow multiple files with same resource type.

Example: collection - https://data.tnris.org/collection/fbbed0b8-0bea-48d6-b6d1-e26fb2407875 Downloads - Brazoria has 5 Downloads but only one showing in map Resource Type - Black and White
