NotifyServer的bug #825

NotifyServer中 LoadDbThread::loadData函数 while (iOffset % 1000 == 0 || mysqlData.data().empty()); 这里的判定条件还是有问题吧？如果数据库数据为空，这里还是会死循环，直接改成while (iOffset % 1000 == 0 || mysqlData.data().empty())就好了
