If the max RF/t is over 10k, it will only generate at 10k/t. It will still output at the max RF/t if you have enough power connectors and energy in the buffer.
Also seeing something else weird. my generator makes 19186 RF/t max. if I put an item in to be charged while outputting at max rate, the RF/t out drops from 10k to 9186. The item appears to be charging at a rate of 1k/t.
FYI, charging draconium blocks -100 million RF each.
