[ ] Add a new file named CONTRIBUTING.MD
[ ] In the file, add text telling contributors to add the issue number on the pull request like on this PR --- add a reason like "It helps the reviewers and maintainers to know what to review against and it also automatically closes the issue when the pull request is merged.
