Adjustment of log levels #160

Maybe it would be good to downgrade log level of messages such as nick change 
or messages in channels. Not that it's a problem to disable the INFO level, 
just seems a bit too high in my opinion. For example in JBoss by default all 
INFO+ messages are logged, so a lot of these "unnecessary" log lines.

What do you think guys? Great work on this bot, Thank you!

Well currently PircBotX logs all received or sent lines before doing any 
parsing, so making exceptions for nick changes or user join/parts isn't 
possible. I've generally considered that the job of a users logging library 
filters.
