Added Cargo Cart #28

This cart has an inventory with the same capacity as a Core chest (30 slots), allowing you to store items. However, the more items you store, the slower the cart will move.

@jellysnake I can't really think of any improvements to the process of adding carts, it was pretty quick and easy. I'm surprised no one else took this task.

Had no idea this existed - tests out great! Oh man that's neat, not just new cart but weight-affected movement! Sweet :D
