[Rails] Let's improve our title tags across the app

Context:

Currently, the title tags for Terrastories aren't the greatest. Both the welcome screen and the map view are just Terrastories. Within Administrate, the title tag convention is [page] - App. Let's make this a lot better. See acceptance criteria below.

Acceptance criteria:

• [ ] Welcome screen without having logged in is Welcome - Terrastories
• [ ] Welcome screen when logged in is Welcome - Terrastories: [community name]
• [ ] Map view is Terrastories: [community name]
• [ ] Admin pages are [page name] - Terrastories: [community name]
• [ ] Admin page welcome dashboard (/admin) is Admin menu - Terrastories: [community name]
• [ ] Import pages for Places (/admin/places/import_page) should be Import places - Terrastories: [community name]
• [ ] Import pages for Stories (/admin/stories/import_page) should be Import stories - Terrastories: [community name]
• [ ] Import pages for Speakers (/admin/places/import_page) should be Import speakers - Terrastories: [community name]
