Use a workflow to automatically adapt the markdown in art/docs to a Github Wiki. (Automatically runs when changes are made to the docs folder.) Anyone can now submit pull requests and see the diff of changes.

I think the .MD files should be in their own folder, instead of being inside of art\, but overall, this is very good!
