Help command overhaul #5

Bring the help command up to par. Organize it, make it possible to implement in 1.13+, and give it pages. Depends on The-Fireplace-Minecraft-Mods/Clans#106 for the pages part.

The best thing would probably be to wait until I figure out a good system for 1.13+ and do this then; don't fix what isn't broken and won't be maintained.
