scripts.xml 213-222, created a global variable to store a message to display.

3864 - 3882, created function parthiaEchoNotification. Shows a message, passed to it or global variable parthiaNotificationMessage if no message passed

triggers.xml 962, shows the notification message at the main login prompt.

1064, shows a notification just after any successful login.

I need to sneak this one into 0.48 mudlet 4.10.0 is going to break login if password is filled in. So getting the word out.
