Add Full Support for Second/Third Monitors (splitting components of UI across different windows/monitors #2514

I'm getting a strange bug. I moved MAX over to a second monitor. All the buttons work there, but I cannot do anything in the 3D view port. I cannot select anything and cannot move about with the mouse. Even the WASD keys do not seem to work there.
