Fortified doesn't work with T/W only work with armor #84

I still lose durability when using T/W that have reinforced and fortified before and after I config. I'm using 1.16.5

im using and i kinda have the problem with fortified too does it mean its fully unbreakable? 2.3.9 1.16.5
