Cookies should be Encrypted #1227

Cookies should be Encrypted (see https://github.com/TheRosettaFoundation/SOLAS-Match/issues/1169 (2)).

This helps hide server side information which is passed back and forward to the client. It actually will not majorly improve security, but it should be done nonetheless.
