Bismuth Tonic states that buffs only last 90% as long, but in actuality, buffs are shortened 90%, lasting only 10% as long
To Reproduce
Steps to reproduce the behavior:
get a Bismuth Tonic
get an item that gives a buff (I used Hunter's Sigil from SS2)
look at buff duration
look at base buff duration
see that it's 90% shorter
Expected Behavior
The item tooltip should state that buffs are reduced by 90%, not to 90%

I recommend also looking at the item's effect on debuff duration as well, it's likely that it is mislabeled there too, but I have not tested this
