Sign the assemblies #379

Hello,

Would it be possible to build elmah with a strong name (e.g. Sign the 
assembly)?  

The issue is that if elmah is not signed, it will not allow a referencing 
project which is signed to build.

I am getting around this by complicating the source locally with a signing key. 
 I was using NuGet and would like to switch back at some point.
