Adding location guidance to non-normative part of Standard docs

This pull request is to add a new page with guidance on location data, and links from existing pages to the new page into the publisher guidance parts of the site.

This is non-normative guidance being added to a non-normative section of the site, and therefore does not need SC approval to be merged.
