Graphical distortion on the left and top of the screen

What steps will reproduce the problem?
1. Build stuff (affected items noticed so far is: Bought land, roads, 
building space (only until houses are build)
2. Move the viewing space so the land is on the left and/or on top of the 
screen

What is the expected output? 
The built items are displayed as usual, with half the "tile" moved out of 
the screen

What do you see instead?
The graphical display of the item is distorted

The fix is not entirely correcting the problem, still some small distortions 
left.
